Summary

Reporting directly to the Finance Director, the Payroll/Finance Administrator shall be responsible for the preparation and processing of biweekly payroll; review and ensure accuracy of approved timesheets; track and deduct all garnishments and other special payroll deductions. The position is dually responsible for the payables, receivables, and invoicing that encompasses all areas related to financial reporting. They are also responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. In addition the Payroll/Finance Administrator is responsible for the coordination efforts between payroll, human resources, and other departments to ensure proper flow and maintenance of employee data.


Duties & Responsibilities

  • Submit bi-weekly payroll using established company protocol, ensuring legality of all transactions including (but not limited to) payroll deductions, benefit withholdings, performance awards, garnishments, levies and health & welfare.
  • Manage federal and state payroll tax deposits and returns.
  • Manage direct deposits and the distribution of ‘live’ pay checks.
  • Maintain wage and hour law compliance, and paid leave, vacation and sick time reporting.
  • Act as the lesion between Marton Technologies and the Company’s third-party payroll provider.
  • Review and ensures accuracy of approved timesheets.
  • Handle the administration of the electronic timekeeping system. Setup of each employee, valid programs for each employee's charges, and adherence to FLSA; monitor submissions of approved timesheets, ensure valid data transfers to/from payroll service
  • Ensure that employee changes are entered correctly and made on a timely basis; review changes for proper authorization and adherence to APA policy including compliance with federal/state/local regulations.
  • Assist with planning, developing, and implementing financial policies, procedures and controls.
  • Perform all payable, receivable and invoice account data and general record keeping.
  • Identify and report improper use of company funds if discovered.
  • Assist in verifying and analyzing financial data to ensure accuracy of data and to prepare fiscal revenue projections for annual year-end.
  • Assist in developing the annual review and maintain reports on the annual budget and its records (payments, receipts) to ensure timely and accurate budget information.
  • Maintain level of internal controls and job cost accounting compliant with the DCAA standards for accounting.

Skills and Qualifications

  • Bachelor’s degree in related field and/or 3-5 years’ experience in full charge bookkeeping/accounting administration/pay roll management or a related field of knowledge and understanding of the GAAP (Generally Accepted Accounting Principles)
  • Experience with ADP preferred
  • Understanding of DCAA/DCMA regulations, and compliance requirements
  • Knowledge of principles and procedures for accounting, payroll, compensation and withholding
  • Able to display excellent verbal, written, organizational, and interpersonal communication skills
  • Basic skills in automated office products (e.g. MS WORD, MS PowerPoint). Advanced skills in MS Excel & QuickBooks
