The Transportation Manager is directly responsible for the day to day operations of the Installation transportation effort on Fort Riley and AR 5-9 Area of Responsibilities.


This position, as well acts as the alternate Project Manager on behalf of the Contractor in the absence of the Project Manager. The alternate shall meet the same qualifications and have the same authority as the Project Manager. The duty location for the Alternate Project Manager is Fort Riley, KS. This is not a standalone position. The contractor shall designate the Alternate Project Manager responsibilities to another manager as a dual responsibility in meeting the contract requirements. Responsible maintaining the contractor drivers licensing program as the Master Driver of the contract.

Duties & Responsibilities

  • Must have comprehensive knowledge and experience in overseeing movement services for shipment of household goods, personal property, and general freight via motor, rail, and water services as administered by the Personal Property Processing Office (PPPO).
  • Must have a comprehensive knowledge of governing regulations, policies, procedures and instructions in the areas of personal property, unit movement, material movement, and transportation motor pool operations. 
  • Experience in managing non-tactical vehicle support through operation of the Transportation Motor Pool using Army owned or locally leased vehicles or through the use of a Memorandum of Understanding with General Services Administration (GSA).
  • Must have knowledge of Container Management Systems and governing regulations. 
  • Must have the ability to provide information and reports, resolve issues and recommend actions to improve delivery of services to the customers.
  • Must have skills in verbal and written communications to conduct meetings, evaluate plans, and prepare reports, plans, and working instructions. 
  • The national defense strategy of the United States requires a strong Defense Transportation System (DTS), operating within a national transportation system that is fully responsive and globally capable of meeting personnel and materiel movement requirements of the Department of Defense across the range of military operations. This strategy requires that an optimum mix be achieved that matches defense requirements with the various modes and methods of transportation, both military and commercial.

Skills and Qualifications

  • Excellent senior leadership skills and experience a must.
  • Contract knowledge and the ability to motivate and lead employees within multiple functions required.
  • Strong verbal and written communication required.
  • Knowledge and understanding of G-Army a must.
  • Ability to prioritize work requirements against suspense’s and customer needs.
  • Producing and filing records, reporting on use of materials, monitoring customer requests, posting schedules, and understanding inventory processes.
  • Ability to explain and interact in a positive manner to customer questions and needs.
  • Must be able to work in a shop where the environment is drafty, noisy, and dirty
