Reporting to the Corporate Executive Officer, the primary function of the Project Controller is to Lead and participate in the performance of pre-award and post award contract functions, to include negotiation, award, and administration of contracts. The Project Controller evaluates proposed pricing cost proposals, provides technical advisory reports (TAR) to contracting officers.

Duties & Responsibilities

  • Value, negotiate and settle claims, Requests for Equitable Adjustments (REA) and disputes.
  • Evaluate subcontractor proposals for reasonableness, accuracy, timeliness, and completeness.
  • Analyze available data such as direct labor hours; the contractors past performance; costs of previous procurements; and/or standards and other techniques in producing like or similar items.
  • Conduct price/cost analysis of unpriced spare parts to determine the reasonableness of proposed prices.
  • Forecast price trends, economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models.
  • Review and evaluate contract price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS).
  • Ensure Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA) compliance.
  • Use Invoices, Receipts, Acceptances and Property Transfer (iRAPT) formerly Wide Area Work Flow (WAWF) to submit cost vouchers and invoices for payment by government customers. 
  • Prepare Incured cost submission
  • Develop forward pricing rate, final overhead rate, and cost impact proposals.
  • Perform administration of contracts, performs termination actions until final delivery and payments are completed and contracts are closed and retired.
  • Complie with security procedures in the performance of duties.
  • Perform additional duties and responsibilities as assigned.

Skills and Qualifications

  • Bachelor's degree in accounting, finance, contracting, acquisition planning or a related discipline plus 3 to 5 years of experience. Minimum Experience: 1-5 years in Federal Contracting
  • In some cases, educational requirements may be adjusted or waived for more than 15 years applicable work experience.
  • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Strong knowledge of federal and/or local contract laws, regulations and procedures applicable to acquisition and contract administration
  • Excellent communication and interpersonal skills.
  • Must have an active Secret with the ability to obtain a Top Secret
  • Strong knowledge of various types of contracts, methods of contracting and evaluation.
  • Knowledge and/or experience with some or all of the following is required: FAR principles, GAAP, cost accounting standards (CAS)
  • Knowledge of word processing and integrated software applications is required.
  • Knowledge of a variety of program objectives, technical services, and commercial business practices.
